Open lecture-discussion: "The Kyrgyz-Tajik Armed Conflict: Issues of international legal responsibility for an act of aggression and committed war crimes?"

On September 22, 2022, at 13:30, the Law Program of the Faculty of Humanities of the AIU held a lecture-discussion on the topic: "The Kyrgyz-Tajik Armed Conflict: Issues of international legal responsibility for an act of aggression and committed war crimes?" 

The following lecturers spoke at the lecture - discussion:

Borubashov Bekbosun IshenbekovichDoctor of Law, Professor, Corresponding Member of the National Academy of Sciences of the KR, Adviser to the President of the KR. Honored Lawyer of the KR. State Adviser of the State Civil Service of the KR of the third class.

  • Nazira Tursunbaeva – Doctor of Law, Associate Professor of the Department of International and Constitutional Law, Deputy Dean for Scientific Work of the Faculty of Law of the KRSU.
  • Tegizbekova Zhyldyz Chynarbekovna – Doctor of Law, Associate Professor of AIU, Professor of KAZGUU, international lawyer, author of a number of scientific papers on war crimes.

         From September 14 to 17, 2022, the Republic of Tajikistan committed a planned armed act of aggression against the Kyrgyz Republic.

During the discussion, it was discussed how the investigation of war crimes can progress, what role international organizations play in this regard, as well as what position the Kyrgyz Republic should take on this issue.

Questions for discussion were:

  • Overview of the situation: An act of aggression or a border incident?
  • What is "Aggression"?
  • International law and armed conflicts
  • Protection of civilians and civilian objects during armed conflict
  • War crimes
  • What actions can be taken at the international level to bring to justice for war crimes?
  • Is it possible to file complaints with international courts?

The speakers answered the above questions for discussion. Students actively participated in the lecture - discussion, asking interesting questions and received answers to them.
